The purpose of the study is to develop a MOBILE WATER BILLING FOR HINUNDAYAN, SOUTHERN LEYTE with the specific objectives to identify the current weaknesses of the water billing in Hinundayan, Southern Leyte, to assess the proposed systems and to evaluate the significant difference between the current and the proposed systems in terms of functionality, performance and maintainability. The researchers used the descriptive – developmental method in gathering data and was conducted in Municipality of Hinundayan focusing on the water billing system of the said municipality. The purposive sampling technique was used to the employee; random sampling for the consumers. The collection tool questionnaires were used for data collection. The T-test was used to identify the significant difference between the current and proposed systems based on the following criteria namely functionality, performance and maintainability. Based on the results in terms of functionality, performance and maintainability of the proposed system, it was considered very satisfactory. Therefore, the proposed Mobile Water Billing is highly - recommended to be used so that the work of the employees would be efficient and convenient. It will reduce the time used in water billing processes and lessen the manual processes.
